Closing in crawl space to a house on blocks?

Question

I have a house on blocks , it is exposed all the way around, do you have any ideas on how to close it in, without putting up under pinning, it has block pillars about 45 in. apart all the way around it, flush to the exterior walls, would it be ok to pour short footers between the block pillars , and set additional block on the new footers
