  2. Yeah...of course...why would the government worry about a background check when issuing a passport, which is essentially a legal pass to leave the boundaries of the country?  They would never prevent such a thing!

  3. Being a felon does not alter your right to exit the country.  

    However... if you are on probation or parole, your travel will be restricted to the county or state where you are located.  You can get permission to travel if it is granted by the judge who is over your case.  International travel may be possible in extreme cases, but that's going to be a tough thing to get.

    Additionally, some countries may refuse you entry based on the specific offense that you were convicted of.  Some felonies may or may not bar you from entering certain nations.  If you are planning to visit a country, check first to determine whether or not you are eligible for entry.  As far as I know, a country that offers a visa-on-arrival will not keep you from entering as long as you carry a valid passport that is honored by the program.
