What. pray tell is a "withs"? You would not perhaps mean "width" would you?

You have it right.  You take the length of the part add the width of the partoff tool then enter that as your "Z" position.  If you keep an eye on the inserts you can hold the width too a few thou.

G00 X(diameter+clearance) Z-(width+tool width)
