  1. If  he has the time to do all that, makes you wonder how productive he is.   I would ignore him.  He has control issues.

I would never answer any of his questions as long as I knew I was doing the right thing.   If he persisted I would refer him to a supervisor.  Every time he asked I would say go see the boss, ,or hmmmpph.  And look at him with a special I gives no hoot look and shrug my shoulders.   Actually I would do the later all the time.  He would get really tired with no verbal response.  And it will eventually be less appealing to him to grill everyone,  If he gets blown off he'll stop asking.

Every time someone answers they empower him to be a jackass.  He feels like they have to answer to me, I'm in control.

  2. You are within your right, when he approaches you, to tell him in no uncertain terms to mind his own d**n business.

And your boss may not be able to fire, but he can discipline him for inappropriate behavior.  Assuming your boss hasn't told him to keep track of these things, he is entirely within his right to remind of what his responsibilities are and what they aren't and to take action when he not doing what he is told.

  3. Sounds like he doesn't have enough to do.    Who needs an HR person when you've got a coworker like that?

Perhaps if a bunch of you started watching and taking notes on HIM.  When did he go to lunch, how many minutes was it, when his bathroom breaks are and how long do they last.  Why did he take a day off?  What is he doing?  Is that important for him to be doing this right now?  See how he likes it.

  4. keep your own personal notes on this guy and file a compliant with human resources for harassment.
