Code free DVD recorder that can record NTSC to PAL or vice versa?

I am looking for a code free DVD recorder and player (in one, of course) that can not only record onto DVD discs, but can also record an NTSC program / movie into a PAL format. Or record a PAL movie into NTSC format. It is important for me to be able to record onto a disc. Does this exist?

  1. The Pioneer DVR-330s records in both NTSC and Pal

    plays all region movies. Best if used with a Pal tv or in the USA with a Multi System TV. If used in the USA with a NTSC (USA Standard) tv a video converter may be required to Play Pal Videos.
