Code geass anime and manga?

Question

so usually all anime is based on manga. i havent read code geass manga yet but ive seen all code geass episodes up to date. and in a bunch of forums people are saying that the anime is filler. since the very start. and revolves a complete new and different story from manga. is that true ?

I haven't read the manga either, I've only watched the anime, but I do know that the Code Geass is published anime-first, opposite of the normal manga-then-anime. Episodes that aren't based on the original manga events are normally called filler episodes, and since all of the episodes are released that way, that may be the reason people are calling the whole thing filler.
