  1. Well, I have been to the south of Chile only at summertime and believe me it's cold! Chile is divided in regions. You can say that from the 10th region downwards it's cold all year long. In places like Pucon or Valdivia (further up, 8th and 9th region) it can be quite nice during the day at summertime, people take a bath in the lakes and the temps get quite high. However at hight time it can be cold.

In the 10th region you have beautiful places like Puerto Varas, Frutillar and even during summertime it is quite cold.

The Magellan region is so cold (Punta Arenas, Collaique, Puerto Williams, etc) that the cruises going to see the glaciers only go there during summertime. Torres del Paine is a beautiful place to go and in summertime last year I was there and during the day it was 5 degrees celsius and at night, you simply froze! So these places are operative for tourists mainly from Sept. till April and then most of them close (like the crusises)

All those places I have said are extremely beautiful to visit and if you dont mind a little bit of cold then visit them at summertime.

  2. The extreme south is very cold, the souther you go the colder it gets and rainier it is. The centre is warm and dry. The Desierto de Atacama is considered to be the most driest dessert of the world; it is in northern Chile. Two good places to visit in northern Chile would be Humberstone and San Pedro de Atacama.

In the southern part the cities of Valdivia and Isla de Chiloe, this cities are cold and rainy most of the time.

The coldest part of Chile is the Antartica Chilena (Chilean Antartic) which in the warmest days only reaches above 0 C (30 F). It is located 990 km south of Punta Arenas and can be reached by plane, which takes about 4 hrs and then you need to hike 2 hrs in order to reach the nearest village (Villa Las Estrellas). There are also cruises that leave from Punta Arenas and Puerto Williams, they last between 10 and 20 days. People are really friendly in this areas.
