If I understand your question correctly, I think you are referring to the autobot or decepticon symbols on the toys.  When the toys first came out back in 1984 they had an autobot or decepticon decal.  At some point in the next several years the decals on each figure would only reveal their true allegience (autobot or decpticon) if you rubbed the symbol.  It was a gimmic they used back then to sell more toys.  So "pre-rub" means prior to these rub decals.
