Can I put downt that im "african american" if im south african? Im actually white, but ancestry is from africa. This would unlock so many scholarships (and it is partially true). A white male is the hardest demographic to get money for, african american/hispanic are the easiest.

  1. No one would be offended unless you actually won the scholarship and went to go collect it.  You might read the fine print of some of those scholarships regarding eligibility requirements.  Most of them are getting pretty specific regarding race (and some even require a picture).  

    Also, south African people were or are not indigenous to Africa.  If you have to use the word "technically" then its prob a waste of your time.  

    Perhaps search for "South African American" scholarships?

It depends on how much african you have in you.  I have a lot of Native Indian in me, but I would have to be able to trace everything.  Can you prove that you have South African in you?  As long as you can prove it, then I dont see how people can get offended.  If you were making it up, well then I can understand why people would.
