College Writing Class Help!?

i have to write a paper in a class about a random question that i've always wanted to know the answer to. this is a really important english class. this is my first paper and i want to do well. this is what i picked: in michigan, signs are posted on overpasses that say "Bridge May Be Icy". what i want to know is why they don't take those signs down in the summer or why they don't say "Bridge may be icy in winter" or something like that. does anyone have any ideas were to start looking for information? do i call the secretary of state's office, or check with a construction company? i really need lots of input so i can describe my thought process in finding the answer, so even if you look at this and say that it is stupid, i really need to know.

  1. Call the road maintenance department in a certain city (usually the largest city or capital city). In Ohio, the signs are hinged and the top is dropped during the summer months.

    I can give you possible reasons.

    1) Cost

    2) Ice can form when the temperatures are right, not just in winter but in late fall and early spring.

    3) The temperature for ice to form on a bridge is higher than the temperature for ice to form on the road.
