College in USA or abroad?

A friend of mine told me that a lot of foreign countries offer free college. Does this apply to citizens of that country only? If not, would it not be better to attend college there and just live there debt free or attend college in the slowly declining, politically corrupted, corporate America?

The vast majority (all the ones I know of) only offer free college to students from their own country, whose parents have been paying more than 50% of their income in taxes for that opportunity.  Not to mention the fact that colleges in those countries are much harder to get into than colleges in the US - they have fewer schools and fewer spots per student.

What makes you think that countries in Europe don't have the same problems that we have in the US?/
