College tuition is due Monday, but the college hasn't sent loan forms yet..?

Question

My boyfriend cannot afford to pay for college. He did the FAFSA and got money last year. He did the FAFSA again this year, but has not heard back from either FAFSA or the college regarding his eligibility for either money or loans. If he doesn't pay before Monday, they will drop all of his classes.

Are we just supposed to assume that he isn't eligible? There were no letters, emails, or anything indicating that is he or isn't.
