That's odd, these clocks should strike every 15 minutes unless they are turned off in back. Try checking the chiming rods to see if someone turned it off, though if they did, it would stop chiming totally, not just for the top of the hour.
When I bought my Colonial Mfg.Co. Clock - a beautiful Grandmother's Clock, it was at an Auction about 17 years ago. Before the auction began they advised the audience that the chimes didn't work. Me, well I had to see for myself, so I examined this gorgeous clock. Yep, the chiming mechinism seemed fine, everything looked fine, but someone had taken the string to lock the chimes (a string that had metal ring at the bottom), and placed it's ring onto the side hook, thereby turning the chimes OFF.
Did I tell anyone that the Clock wasn't broken? No.
