Liberia was colonized by former U.S. slaves.  The American Colonization Society created Liberia and sent freed blacks there.  The ACS created Liberia for racist reasons - they kind of saw it as a way to get the free blacks out of their hair rather than to live with them.  Free blacks weren't forcefully sent to Liberia - they willingly went there, mostly to avoid all of the hardships of dealing with the prevalent racism at the time.
