Colorado blue spruce not budding?

Question

We have bought two colorado blue spruce's about 8 months ago. We planted them in different places but both get a good amount of sun. One is budding and the other isn't. Why?

It is likely that they did not come from the same grower.  If the one that is not budding came from further south, it may have already budded before you purchased it.

Or, has it been pruned?  If so, the buds may have been taken off.
