To fight oil rig fires they use a large explosion to blow it out. Is there any way to do they same thing with a hurricane? When it is over open ocean somehow use high explosives to interupt it?

  1. The reason that explosives work (sometimes) to extinguish oil well fires is that they drive oxygen away from the wellhead long enough to let the escaping oil cool below ignition temperature.

Using high explosives or nukes would add energy to the hurricane.  To reduce the energy of a hurricane we would need an endothermic "bomb" -- one that would suck the kinetic energy out of the winds.
