This is why I hate multiple choice questions.  For a majority of comets, the answer is definitely B.  Still, think about Halley's Comet (Comet Halley).   It just barely goes beyond Neptune's orbit (where it is now by the way).

B.. Since all the comets are originated from Oort Cloud area which is about 50-100 AU away from the sun which is really far beyond Kuiper Belt area..
