Do you have to put a comma before quotes?

He replied to Tim about marrying Sue, "She is not ready yet."

or

He replied to Tim about marrying Sue "She is not ready yet."

  1. Yes, you have got to put a comma before a quotation. otherwise the meaning remains a bit confused. All punctuations are for a reson, let us not do away with them.
