Comma placement: Which example is correct?

Which of these examples has the correct placement of the comma?

Example #1 (with comma between Ave. and Ste.):

John Doe

1234 Main Ave., Ste. 999

Anytown, State 12345

or

Example #2 (without comma between Ave. and Ste.):

John Doe

1234 Main Ave. Ste. 999

Anytown, State 12345

This is not for an envelope to mail (I know you are not supposed to use any punctuation on the envelope itself). This is for some letterhead that a friend is creating with a designer and I'm supposed to proofread it, but I'm stumped on this little issue. Thanks for the help!
