Comment on the plot of my novel?

Question

Frank is an engineer who is sent to a lonely Alaska town to finish the construction of a power station. He soon meets up with other people working on the project, however as soon as they finish some work the power station is damaged the next day. Many of the town people are against this idea - but no one is sure who or if anyone is responsible.

Soon however while everyone is asleep worse things happen - people responsible for the project get taken out each night, dragged from their homes apparently killed. Frank and others decide to leave however there is large storm that blocks off the roads, ad because the town is in the middle of nowhere no planes fly out.

The story will focus on the psychological tension experienced by the survivors as they face the unkown. Who is killing them off. Someone from the village or some greater evil ?

Who would gain if the power station did not go in? Maybe some one who wanted to buy the land up at a cheap rate because of the mineral rights? oil,etc.  But with the power station coming in, some people see better times coming so they do not want to sell.  

The power station would be put on an area that could have been an ancient burial ground, and some one really feels that the construction would be upsetting the "spirits".  

IF the power station comes in, the burial ground would have to be moved and it would be discovered that some of those buried were murdered.

Is it possible for Frank to take it upon himself to try to convince those in the town in good parts of the power station? Is part of his reason that he meets a young woman there?
