Whats the best form of Government

Many Monarchies are in deed Democratic... take the British one for example. Also, The Portuguese Republic (now a democratic one) was under Fascist regime for about 40 years, never loosing it's Republican status. So many forms of government usually combine themselves into one unique - more or less complex form.

Even in the most Democratic Republic, State, etc... there's a lack of confidence, the Prime Minister or President who takes the lead of the country's government will usually get elected by a minority of citizens. US is a nice example... that leader will also be elected based on  support from parties and interests - a king represents the peoples voice, tradition, history, etc, never a party.

The Westminster system ensures systemic accountability for the leaders. Such a system can be used in a Monarchy or a Republic.
