Company raising 4 billion in offering..what does that mean?

I think the company intends to raise additional capital by offering  to sell part of its shareholding in its subsidiary company. In this way its control on the subsidiary company remain the same.

That is probably their IPO which is the first time they are offering stock for the company. It is a way for the company to raise money that they can use for capital expenses, operating expenses or other investments
