Compaq Presario SR1000 desktop boot up problem

Question

I have problem to start up Compaq Presario SR1000 desktop. After power on I can see LED flashing on DVD and CD drives, fans inside the box are turning, but hard disk is not turning, no LED flashing on keyboard and monitor is black.Battery on the motherboard was replaced and it did not make a difference. I have no problem to read the hard disk using my Laptop through a USB-ATA cable.
