i need some help finding the right areas to look for this information.

It's referring to Nixon's strategy to talk to China, and then to Russia.  Before that, America did not have diplomatic relations with China (or Russia?)  This was Nixon's finest moment since after talking to the Chinese, the Russians (who did not trust the Chinese) were willing to talk to the Americans.  Try going to wikipedia and searching Nixon foreign policy.  (make sure to click on the sources as well if you need to cite your sources.)
