  1. They are both dirty and corrupt. I would have to say Tijuana is more sleazy. As for ugly, that's a matter of opinion.


  2. According to popular opinion, Tijuana would win the toss. People who live near these border towns just stay away. I feel bad because there are some great cultural events going on in Tijuana and many potential art buyers are turned off by the reports of murder, rip offs by police, etc.
