Complain of Leasing Office

I am staying in Los Angeles, CA.

The leasing office is not at all co-operative. One of my friend left to India 4 months back and he gave my address as a forwarding address to get his deposit. But still I have not recieved the same.

When talked to the Leasing Office, they asked the leaser to contact on phone to them.

They are not listening to tenants moreover, they shout on them and scare them.

I gave my lease breakage and now I decided to continue as I got another assignment nearby. This is as per the policy that, if they have not rented the apartment, I can continue there and I should get back the lease breakage amount. I have a reciept of the same.

Now they say... we are not sure how the corporate office will return back the money. I am asking them to adjust in subsequent rents. But they don't listen. Contacting the corporate office is headaque. It always goes on voicemail.... they don't have email address.

If I need to complain this.... where and to whom should I complain?

Should I call 911 or go to nearest police station for the same????

Don't call 911 or go to the police station.  This is a disagreement but not illegal.  You are probably going to have to take them to court for the deposit if they won't get it to you.  Problem is, your friend has to file the suit to get his deposit.  For any disagreements you have (over your money) you can file a suit for this.  You'll want to take them to small claims court as its much easier and the amounts are small enough for that to work.
