There are no sources supporting the first answer and there is nothing about that particular proverb anywhere. But proverbs almost always express an ironic view of situations. So I think that makes sense. Also people will listen more closely to some one who is quiet because A fool is seen as wise if he is quiet. This means that quiet people are assumed to be wiser than loud people as a result the quieter person is listened to in silence while the louder person isn't.
