  1. If there is a radio shack near they will have a cheap one or do a search on google they are very easy to construct

  2. It is possible to convert component to s-video by combining the Pb and Pr elements into one and then sending the chroma element and luma element through the right lines in the cable.

As for why, one possible reason could be that you may have an HD-DVD or a Blu-Ray Disc player and found that there is no s-video output and you have a television that can support only VHF/UHF, composite, and s-video.

However, there could be unforeseen artifacts on the color side of things if this is done without care. You have to consider that the color elements are separated and must be composited with consideration of the characteristics of those elements.

Mind you, this may only work if the component video signal is interlaced at NTSC, PAL, or SECAM resolutions.  If it's a progressive scan signal at 480 or 720, or an interlaced signal at 1080, forget it!

  3. Why would you do that? All devices that have component have also composite or s-video inputs and outputs.

This is tricky, beacuse if the component signal is HD, a simple cable can't just downscale the signal (to comply with s-video). You actually need a video processor.
