it means do you want the owners of the site to send you some homemade cookies!

some websites require their cookies before you can view site... a cookie helps your computor and the website that you are at find each other faster... it stays on your computor and after awhile it will have so many cookies that it will slow down you can allow them to.. but delete them offen will not hurt at all but will help speed it up do scandisk and defrag offen and search for cookies and delete them
