  1. This question is very vague but I will try and help the best I can. Your problem could be many different things that range from not too terribly bad to worse. ill start with the bad,

    not bad:

you could very well have a cable that isn't connecting properly from your computer to your monitor, this would possibly mean that you need a new monitor or hopefully you would just need to get the cable fixed, which is easy to do and probably the case if its the cable that is causing this problem.

    bad:

your graphics card could be malfunctioning in some way weather it overheated or has become disconnected in some way.  if it overheated you will probably need a new one. If its just slightly disconnected you can take the case off and check that easily (although you will possibly lose a warranty if you open the case).

    worse:

Your motherboard is fried, meaning that you might as welll go get a new computer unless you want to spend a good amount of money to have the motherboard replaced. This actually happened to me about a year and a half ago.

All in all your best bet would be to get someone you know that knows a good amount of computers to check it out in person and see if they can diagnose the issue.
