Computer slows under load, PSU fan loud at boot and quiet high-pitched sound during slow-down.?

At boot, my PSU's fan will be loud as heck, then slows down as the computer hits the logon screen. It will run fine for a while, then my computer will intermittently slow down during which I can hear a barely audible high-pitched noise. It will either happen when I am doing multiple tasks, or after having my computer on for a while. I unplugged one of my wireless usb powered devices and it seemed to speed up for a while, but eventually started slowing back down again. I ordered a new PSU from Newegg, hoping it will work. But I'm worried that its not the problem. What could the problem be? Could my PSU be going bad? My case is clean, plenty of circulation, avg. temps (mobo, cpu). If it is my PSU, could that slow down my PC

Vista Ultimate SP1

2GB DDR2 RAM (checked okay)

Athlon X2 4200+ CPU

Radeon X800gt 256MB Video Card

7200 RPM 500GB Seagate HDD

ASUS A8V-VM SE Mobo

430watt Linkworld PSU (came with Case)

  1. Your 2GB mem is far above requirement (Good !)

    - Clean your computer from junk files stored by win-os (use ccleaner),

    - Change your firewall to comodo (better settings),

    - Control your startup programs (use ccleaner),

    - Get TweakUI or so from microsoft

    - Disable unused services

    Buy a new fan (bearings)

  2. If your power supply is overheating it can cause fluctuations in voltage to M/board causing the problems you describe

    Anew power supply should fix it

    If not email me with any other symptoms
