This is a mess.  The first sentence in 1) fails to indicate that the second sentence is true because it matters what percentage of people normally wear belts.  For instance if 2% normally wear belts and are in 20% of serious accidents, that would speak against belts!

B) would clear that up, but it should be stated BEFORE the conclusion not after.  You don't say the conclusion in the middle of supporting statements!
