  1. the cement would take just as long as is stated on the bag, it doesn't usually take much longer, this does depend on how thick the concrete is, but usually just as long as if you weren't using a plastic liner (set it and come back tomorrow, 24 hours)

the only times ive used a plastic liner was for a tiled walk in shower pan, and the concrete still took a day to cure

  2. visqueen is placed under  concrete as a vapor  barrier,,,to keep  top of concrete from sweating,,  takes bout twice as long for it to set up,,,because the water in the concrete has to evaporate,,,----with out visqueen  the water can settle in to the dirt and evaporate  at same time,,,thus  making it set up  quicker,,,with out the visqueen

  3. There is plastic or not it takes 6hrs that you can step 48 hrs to cross the car  2 hrs cat can walk .depends on the weight to step on there

  4. As someone stated, the plastic is a vapor barrier. My experience is that the concrete will cure in about the same time, generally 3-7 days for 50% strength, 28 days for full cure.
