30 pounds....however sand and cement does not make a concrete mix...and you would never make any mix where the cement is more than the other ingredient

I don't know where you got your mixture from?

For high quality mix we use 1 part cement to 3 parts sand and gravel.

For low quality walkway, where there is very little traffic I frequently go to 1-5 parts. If the concrete is for a temparary use, something that I only care about for a couple of years I've mixed 1 part concrete to 9 parts sand and gravel. Take a good look at what you are going to use the concrete for and go to work.
