Condensing unit outside hums off and on trying to kick on. Bad Capacitor?

Question

Does the unit humming but not kicking on point to the capacitor as a likely problem, or is there a better guess?

It could be the cap maybe or the compressor is stuck.  If it is stuck or hard to start it's possible to install a hard start kit.  This is not a permanent repair, just a band aid.  They will all do this if you try to restart it before the pressures have time to equalized.
