That is a precondition. Obama demands nothing of rogue states, even if they sponsor terrorism.

As a matter of fact Obama is friends with  Rashid Khalidi who supports Palestinian terrorism against Israel.

The key word in your question is "former."  Therefore, the answer to your question is no.  Libya has taken some important steps to disavow terrorism.  Incidentally, it has taken these steps because of the tough stance by the US on terrorism.  Elect Obama, and perhaps Libya will rethink the wisdom of siding with the US.

Ummm, Libya straightened up their act after we invaded Iraq and are coming off of the axis of evil list.  I'd say this was in the works before Obama was even elected to the senate.
