CBMs are certain techniques which are designed to lower tensions and make it less likely that a conflict would break out through a misunderstanding, mistake, or misreading of the actions of a potential adversary.

The reference mostly deals with the military as it was initially used as security building. You will now find that it is used in trade and also between nations that are attempting to build a relationship that never existed before.
