Confused! Pregnancy tests?

My sister took several pregnancy tests this morning she is at 12dpo. All 6 of them all different brands were all positive the one's that had 2 lines had faint lines but you def can see the line and she did a digital clear blue easy that read "pregnant" However, she had her blood work done and her quantitive level came back at 23 and her progesterone level came back at 10? The nurse on the phone said her OB wasn't in, but they aren't sure if she is pregnant? Because usually your Quantitive is at 25, how is that even possible? Could it be because she did the test at 12dpo, 2 days before her expected period? Thanks for your help!

anything above 5 is classed as pregnant and as she has took so many tests and all positive she is pregnant, her levels are low as she is only just pregnant

She's still very early in her pregnancy so the numbers may not be that high yet.  Six HPTs can't be wrong!

seems to me like that would be the cause.  she's just newely pregnant so for a while now her numbers will double or more every two days or so.   if she got 6 BFP's then she's definitely pregnant!  no denying that!  so congrats to her!  have her go back to the doctor after her missed period.
