Confused about Lifting Conditions off Green Card?

My husband's conditional green card will expire in December. I'm confused about filing the form 90 days rule. Does this mean I have to turn in the form BEFORE the 90 days (which makes that before september) or do I file it WITHIN the 90 days before his expiration?

Oh no, the immigration MUST get the form within the specified 90 days which means BEFORE the 90th day from the time you had received it.

You can file a 751 within 180 days of the expiration.

If you are filing this petition jointly with your spouse, you must file it during the 90 days immediately before the second anniversary of the date you were accorded conditional resident status. This is the date your conditional residence expires
