Confused about treaty of lisbon?

Question

alright, ireland got the chance to referendum because of the constitution. but what about other countries? if they know from the beginning that irish are against the treaty of lisbon, why on earth would they want the citizens to vote? and i do agree, some people did not vote because they couldnt understand the content of treaty of lisbon. layman terms and sentences should be used to educate irish and those in other countries as well. and yeah, concerning the european army, bla bla a lot of people are against it.
