Connecting to Internet using a dial-up modem

I have an HSP56 micromodem in my computer (Pentium 4 running windows XP) on COM3. According to device manager the modem is working properly, but when I try to set up a new connection to connect to the internet I find that the wizard does not allow me the choice of connecting using the dial-up modem, only using a broadband connection, which I don't have. When I add a dial-up & virtual network I get an error message:
Can't load Remote Access Connection Manager service, with an Error 711 - configuration error on computer is preventing this connection
