  1. Connecting to your neighbor's wireless signal is a federal felony in the US (and many other countries) - theft of service, unauthorized use of a computer, etc.

The only non-contract internet connection is one in which the village or town supplies wifi to anyone who connects, or to all residents, etc.  Otherwise you need a phone-line (DSL) or TV (cable) or wireless (cellular) connection, and you pay by the month.  Most phone and cable companies have no minimum contract length, but the price may be predicated on your remaining a customer for 1 or two years.  If you drop service sooner, you have to pay the difference going back to month 1.  It's not really a monthly contract (you can cancel at any time), but it might be cheaper not to at the very beginning.  (And you can usually cancel during the first 30 days with no penalty - make sure you're getting good service soon enough that you can notify them by certified mail that you want to cancel, and they get the notice before the free cancellation period ends.  You'll usually know in less than a week.)

Oh, and you don't need cable TV or telephone service to get internet service, any more than you have to buy eggs to get milk - they'll sell you the service or services you want.  (Bundling services usually makes each one cheaper, though.)

Pay as you go?  No, you pay in advance.  Pay this month for next month's service.  (Exactly what kind of monthly "contract" does s/he think they'll lock you into?)

  2. Cable internet is usually not on a contract. DSL usually has contract (lower price) and non-contract (higher price) options.

It really depends what is available in your area. You can do dial up without a contract as well.

  3. get a laptop with a good wireless card and hope you can jump on your neighbors signal for free. chances are you can unless you live out on a farm!
