  1. In some ways yes and some ways no.  It really depends on what natural resource you are talking about.

    There have been great strides in air quality control, just not fast enough and nearly as much as needed, but there are some.  

    Protection of trees/forests, etc.  America is doing rather well, but other countries very poorly.

    Water conservation - not a chance because not enough people contribute to it.


  2. Conservation is just one component of Sustainable Development and practicing it alone is of not much consequences if other components like "replacement", "substitution" and improving efficiency of the  "flow sheet" is not practiced together with conservation.

  3. We need more than to conserve. We must be efficient with our us of resources. We have to get work out of all polluting we do or pay for the pollution. Recycling, conservation, efficiency are still only part of the equation. We have to use solar, geothermal, wind, hydro, nuclear and wave to make energy that can help bring jobs and a competitive advantage to the USA and any other nation that wants to be prosperous.
