It's a very good idea.  It would definitely bring gas prices down if nothing else.

In UK the train services need updating and the fares are stupidly high. We have been promised all sorts of improvements but they just don't happen. I suspect mainly due to governement foolishness in intefering with things they don't understand. So yes I thing the railways should be updated  whereever they are but if the US Gov.is anywhere near as bad as UK it will be a long time coming
