  1. Every constitution embody a "Bill of Rights" or any part thereof of similar use. This is the mechanism through which the Constitution provides for the rights due to individuals and which the government cannot violate.

How?  In general terms?  Look at the US constitution and how it sets up three different branches of government, all with an ability to "override" the other two.  The constitution also sets up term limits, and provides for most officials to be elected, not appointed.  (Federal judges are appointed, but most other judges in the United States are elected, although not as mandated by the federal constitution.)  

  4. Firstly, the document would charter a government with clearly delineated powers whose sole purpose would be to protect individual rights, lives and private property from invasion by foreign powers and domestic criminals, both private and public.

    It would create a Constitutional Republic with a capitalist social system.

    In order to secure liberty, life, rights and private property for posterity, it would limit democracy to its only Constitutional purpose: the election of various individuals to various offices to administer the government, not the lives of those who elect them.

    Constitutional Republics cannot exist with rampant democracy.

    Which is why the Framers of the Constitution limited the powers of government and in a Constitutional republic with limited representative democracy, that means limiting the power of the majority of the moment which is frequently the befuddled majority, too.

    Sure a majority can do good things, but more often they can be greedy, envious, vindictive, angry mobs with no regard for life and property.

    You can always find bad government where it cannot be differentiated from the mob.
