Could you please tell me Article 1, section 8 , in a way were it would be easier to understand?

Please and thank you.

I just dont feel I understand it all the way, and it has been irritating me for quite some time.

  1. It is the powers of Congress. This is different from the powers reserved to the "several" states, or those powers retained by the people (precious few!). Notice in the first few lines of the Constitution that the jobs of government include "preserve domestic tranquility". This could mean gun confiscation, overnight martial law declared, imprisoning anyone someone doesn't like, or imprisoning anyone who tells the truth and causes a panic or lowers the stock market!   2. article 1, section 8 describes and gives the role of congress in the U.S. :

    Congress has power to enforce taxes, pay debts, defend the U.S., but all taxes on goods and services must be constant across the U.S.

    can borrow money

    regulate trade with other nations

    establish a constant rule of nationalization of citizenship, and laws of backruptcy

    produce money for the U.S.

    establish post offices and the roads the postal service use

    establish copyright and patent laws (to paraphrase)

    establish courts inferior to the supreme court

    punish p****y and felonies on the seas

    declare war etc

    raise and support armies for at most two years

    maintain the navy

    To make Rules for the land and naval Forces

    call, maintain, and regulate the militia to defend from invasions etc

    next line describes what you think of congress at mind, defines how it is seated by individuals from districts less than 10 square miles, and defines it as the legislative branch of the U.S.

    the final line gives room for change and interpretation of the constitution for future generations, and gives congress the right to make laws to defend all of the above lines

  3. You know.... I just have to say..... I answered one of your other questions about Article I a few minutes ago. I think you need to really read it and try to understand. Section 8 is not that hard to understand. You should actually read it and really work to understand it. The United States has one of the shortest and most concise Constitutions around. You'll find that if you read it and really concentrate on it, you'll really understand it.
