Consular Report of Birth?

Must both parents and the baby be present if you are only filing the Consular Report of Birth? Or can I (the father) do it without dragging my wife and newborn to the embassy? BTW, I'm in Korea.

  1. The baby absolutely MUST be present.

    It is possible for only one parent to do it on the condition that the other parent is out of the country and cannot reasonably be expected to make it back. Otherwise, both parents MUST be present.
