i could not find a consulate in Los Angeles , only in San Fransisco here is their home page:

hjz is correct - The Vietnam Consulate is located in San Francisco.  It is the only Vietnam Consulate in the United States.  It is in San Francisco because it is the closest mainland American landmass near Vietnam, and also because it is where the majority of Vietnamese-Americans live in the United States.

The Embassy, however, is in Washington, D.C.
