is 30,000:1 contrast ratio good for a 32'' plasma (NOT LCD)

Yes its very good.

BUT ... note that contrast ratio specs are much abused and essentially meaningless as a comparator (See link for why). That said 30,000:1, even if inflated, indicates good contrast. You really have to let your eyes decide ... but the TV you found looks like a good starting point.
