Controlling multiple thermostats in a building?

I'm working with a student housing building that has three floors divided into 4 sections each. Each section has its own thermostat so the building has 12 thermostats. The problem is that each thermostat is located in a student room, so the control for an entire wing is in one student's room. Each thermostat originally had a plastic guard, but students have figured out how to get around those. Any economical ideas would be appreciated.

  1. YOU CAN HAVE THE THEROSTAT PUT ENEY WEAR YOU WONT. THEAR OR ALL KINDES OF THEROSTAT COVERS. YOU CAN GET SOME THAT NO ONE CAN GET TO. WITH OUT A KEY. I THANK IT'S GRANGER THAT SAILS THEM.


  2. Since each thermostat controls a damper hard set the damper and remove the thermostat(then make minor adjustments as needed.
